DmgThe Provincial Management Service (PMS) Punjab, comprising of Provincial Civil Service (PCS) and Provincial Secretariat Service (PSS) is an aggrieved, deprived and oppressed group of Pakistan's civil services since many decades, just because of the supercilious and despotic demeanor of a minority cadre-District Management Group (DMG) clique. Almost seven hundred DMG officers in all over Pakistan, only three hundred of which posted in the Punjab, are not only playing havoc with the administrative structure of other service groups at federal and provincial level but also devouring public expenditure in a clever and clandestine manner at both levels.
Both the cadres of federal and provincial services i.e. PCS and DMG Officers are equally selected in BS-17 through competitive examinations of Punjab Public Service Commission (PPSC) and Federal Public Service Commission (FPSC) respectively. Then, why PCS officers deprived of from genuine rights in their own Province? Is there any justified post sharing formula between Federation and Provinces? What is the status of Federal DMG Officers after the 18th amendments? Where All Pakistan Service as is enshrined in Article 240 of the Constitution -1973? This ultimately question service structure and prospects of PMS services in the Punjab.
In Punjab, all vital decision making slots at Chief Minister Secretariat, Governor House, Civil Secretariat, Divisional and District level, are mostly occupied by the DMG Officers. It is worth mentioning that all the public policies are virtually implemented in the field by the PCS Officers.

Today, DMG Officers don't opt for Baluchistan despite hefty perks and privileges offered by the Govt. of Pakistan, wide cultural gape exist in Sindh for DMG and no congenial environment prevail for them in Khyber Pukhtoon khuwa (KPK).They swarmed in Punjab by depriving PCS officers from their lawful rights of posting, promotion, accommodation, trainings, career prospects and honorable status in their own Province. Resultantly, on 10th of July 2010, human chain was developed by PMS Officers (PCS, PSS &PMS) to express solidarity against the discriminatory and hegemonic policies of DMG Officers. After lukewarm response from high powered Cabinet Committee constituted by the Chief Minister, Punjab, PCS officers assembled in the Civil Secretariat, Lahore for peaceful demonstration of their legal rights. Principle of 'National integrity' was kept aside. Discriminatory and hegemonic tendencies prevailed in the Province. Chief Minister never met his PCS officers. Bureau-politic nexus once again established and genuine voices silenced by Machiavellian tactics. Unprecedented tragedy of 18th March, 2011 was observed wherein 73 PMS officers were illegally arrested, manhandled by the police, bundled up with criminals in different Police Stations. FIR was got registered and hundreds of them were suspended & transferred to far flung areas and made OSD. The PMS Officers were brought in the district courts in five police prison buses like other criminals. Judicial Magistrate Rizwan Shah granted bail to 73 Provincial Management Service Officers against personal surety bonds of Rs: 500 each on 19th March, 2011. A large number of colleagues and other officers from Punjab received them. Anti-bureaucratic slogans like 'DMG-Murda Bad' were chanted and heard nationwide. Hence, Punjab witnessed a bewildering paradigm of crisis of governance. It's imperative to mention that Provincial Officers of Pakistan (Four Provinces) have assailed the matter in the Supreme Court of Pakistan since 2010 through Seven Constitutional Petitions. One of the petitioners died in quest for justice and legal rights.

The Tragic incident of 18th March is an ample testimony of barbaric atrocities afflicted upon Provincial Civil Servants of Punjab. Meaning thereby, a selfish group comprising of only three hundred DMG aspire to maintain their unlawful ascendency in Punjab. If the real essence of 18th Amendment (Provincial Autonomy) could not be realized seriously, then the question of National Integrity might be superseded by this slogan-'No need of DMG in Provinces'. After the debacle of East Pakistan and hegemony created by DMG oligarchy in Baluchistan and Punjab, it's the dire need of the time that DMG patricians must be confined to the Federal territories and other provinces for peaceful co-existence. Fate of the state and the state of the affairs must be transformed in the light of the saying of the father of the nation. Discrepancies and discrimination must be eliminated through transparency, openness, public audit and stern accountability so that each Provincial Officer may also enjoy the fruits of equality, justice and fair-play. Above all, august Supreme Court of Pakistan must decide the sub-judice Constitutional Petitions before the demise of any other petitioner; it would be a landmark decision in the Civil Service of Pakistan in respect of Article 240 of Constitution of 1973.
